Where to publish PRNCYB-related papers

What about "Foundations of Science", the interdisciplinary journal now
edited by the Center "Leo Apostel" (with Liane Gabora as assistant editor)
and published by Kluwer Academic? See http://vub.ac.be/CLEA/FOS/ My inside
sources tell me that because an expected special issue has been delayed,
they urgently need papers for the next issue, so publication might go quite
fast if you send it in before the end of this month (and it is accepted, of
course). I was planning to submit one of my own, as yet unpublished,
manuscripts on formality and context-dependence.

Other suggestions are the different journals on cybernetics and systems
theory (see http://pespmc1.vub.ac.be/JOURNALS.html), that are quite broadly
interested in topics such as these.
