WEll it certainly appears in
Conversation Cognition and Learning (1975) Elsevier.
and Conversation Theory (1975),

Possibly the FIRST published reference might be in
"Strategy, Competence and Conversation as Determinants of Learning"
Programmed Learning, October (1969) pp. 250-267.
But I cant seem to lay my hands on my copy to check
..
