I know about the problems. You are not the first one to have difficulties.
Since a week or so the connections between the Belgian academic network and
America seem seriously disturbed. We can hardly reach American sites, and
Americans have great difficulties accessing our site. Our connections with
Europe and the rest of the world seem normal, though. Our server gets only
half the normal number of hits. I don't know what causes it and cannot do
anything at the moment but wait until the problem is clarified.
We don't have a US mirror though we have been thinking about establishing
one. A few people have proposed to host a mirror, but in practice no one
has gone through all the trouble to install one. There used to be an
experimental mirror at http://opus.telalink.net/PCP-Web/default.html but it
seems to have stopped operating. Recently, when the connection was good, a
mirror no longer seemed needed, so I have not been looking for on, but
presently I would be grateful for any suggestion of where such a mirror
could be installed.
