can natural systems themselves be complex?

I asked if natural systems could have internal predictive models such that
a complex modeling relationship was established inside the natural system...
and if then the natural system could be considered complex...

Don replied:

I guess I will just have to read Fundamentals of measurements to answer my
question. It will be a while (a month or so) before I get to it though....
I find that isolated statements here or there not particularly illuminating...
I will benefit most from reading the whole book...capturing the story between
the lines.
