No; it is the aquisition of the necessary information, this very fact, that
constitutes this metaphorical horse's "training." And, being consequently
better informed, it is competent to make informed choices and decisions --
which is different language for "effective use of energy, or power."

First, there was no disclaimer or qualification of the glossary when I first
hit this www page: is there one, now? Second, is there something amisss
because it is ASC's glossary, not PCP's? Third, if you ask me to explain
what I mean and I give you a specific reference, what does it matter if the
author was Norbert Weiner or Buster Keaton? ( ; - })> ...it's just the
lawyer in me, coming out!

I am still waiting for feedback before attempting to be more comprehensive
in my response and continuing on with our dialogue.
